Bangladesh Public service Commission
Bangladesh Public Works Commission is a Constitutional Institution, Article 137 of the Constitution of the People's Republic of Bangladesh provides for the establishment of one or more Public Works Commissions for Bangladesh by law. The administration of all government employees of the country i.e. their transfer, appointment, promotion, allowances and other matters is entrusted to this organization.
Constitution of Bangladesh Public service Commission:
Bangladesh Public serviceing Commission consists of a Chairman and some members. The Chairman and members of the Commission are appointed by the President. As far as possible, half (but not less than half) of the members of the Working Commission shall be persons who have held any office in the service of any government functioning at any time within the national boundaries of Bangladesh for a period of twenty years or more (Article 138 Clause 1). The Chairman or any other member of the Commission shall hold office for a period of five years from the date of his assumption of office or till he attains the age of 65 years, whichever is earlier (Sec. 1 of Sec.
Responsibilities and Powers of Bangladesh Public Works Commission:
Bangladesh Public Works Commission is a constitutional body. According to Article 140 of the Constitution of the People's Republic of Bangladesh, the Public Works Commission shall be responsible for—
(a) Screening for the purpose of nominating suitable candidates for appointment to public service and conducting tests;
(b) To give advice to the President when the advice of the Commission is sought on any matter by the President or any matter relating to the duties of the Commission is referred to the Commission; And
(c) To perform other duties prescribed by law.
According to Clause 1 of Article 141, the Commission shall prepare and submit to the President a report on its activities for the year ending 31st December every year on or before the first day of March. As mentioned in Clause 2 of the same Article, the report of the Commission shall be accompanied by a memorandum which
(a) If any advice of the Commission is not accepted in any case, the advice in that case
reason for non-acceptance, and
(b) the Commission shall record, so far as it is aware, the reasons for non-consultation including all cases where the Commission should have been consulted but was not.

Subject to the provisions of any law made by Parliament and any provision made by the President in consultation with the Commission, the President shall consult the Commission in the following matters: Matters relating to Qualifications and Procedures of Recruitment for Republic Services.

The principles to be followed regarding appointment, promotion and transfer from one branch to another in the service of the Republic and assessment of suitability of candidates for such appointment, promotion or transfer. 3. Such matters affect the conditions of employment of the Republic including the right to leave allowance. 4. Disciplinary matters of republican action.
